GUANGZHOU — On August 5th, the Guangzhou Development and Reform Commission opened public consultation on its draft "15th Five-Year Plan for Energy Development." The Plan emphasizes expanding the supply scale of hydrogen-based energy by leveraging the Huangpu Hydrogen Industry Innovation Core Zone and the Nansha Hydrogen Hub. Key objectives include advancing renewable-based green hydrogen production demonstrations and boosting supply capacities for hydrogen-based fuels such as green methanol and green ammonia. The plan encourages on-site water electrolysis at hydrogen refueling stations, biomass gasification and pyrolysis, and natural gas reforming for hydrogen production.

By 2030, Guangzhou aims to construct 100 hydrogen refueling stations while deploying 50,000 fuel cell vehicles, 30 hydrogen-powered vessels, and 2,000 long-endurance hydrogen drones. Alongside these infrastructure and fleet targets, the city plans to establish a comprehensive publishing mechanism for the China Hydrogen Price Index and achieve phased progress in building a dedicated trading center for green hydrogen-based energy.
