NEA Advances Calorific Value Accounting Standards for Hydrogen-Based Energy

BEIJING — In an official response to the Proposal on Incorporating Hydrogen Energy into Energy Deductions in Energy Conservation Reports and Energy Audits, China's National Energy Administration (NEA) stated that it has systematically deployed hydrogen standardization initiatives and is actively promoting the formulation and revision of hydrogen calorific value accounting standards.

 

In terms of policy framework, the NEA previously issued the Action Plan for Standardization Improvement for Carbon Peaking and Carbon Neutrality in the Energy Sector and jointly released the Guidelines for the Construction of the Hydrogen Energy Industry Standard System (2023 Edition) with the Standardization Administration of China (SAC), establishing a comprehensive standardization roadmap for the sector.

 

Regarding industry standard construction, the NEA has established four specialized technical committees on hydrogen standardization, spanning foundational/general standards, production, storage/transport, and end-use applications. Over 70 industry standards in the hydrogen sector, including the Technical Guidelines for Ammonia Fuel Power Generation Systems, have been approved for development.

 

In terms of international cooperation, the NEA will advance foreign language translations of industry standards while encouraging domestic institutions, enterprises, and technical experts to participate in international standard-setting organizations, such as the International Electrotechnical Commission (IEC) and the International Organization for Standardization (ISO).

 

The establishment of hydrogen calorific value accounting standards aims to unify conversion methodologies across diverse application scenarios. This framework will provide a standardized baseline for measuring and certifying hydrogen consumption in energy conservation reports and energy audits, thereby supporting green hydrogen substitution evaluations, regulatory energy compliance reviews, and carbon reduction value accounting.
