A contract-signing ceremony for the 300,000-tonne-per-year sustainable aviation fuel (SAF) project developed by Haixia Qingneng was recently held at the Huajian Building.

Shi Jianming, Party Secretary and Chairman of China National Chemical Engineering No. 14 Construction Co., Ltd. (CNCEC No. 14), Zheng Dayong, Executive Director of Haixia Future New Energy (Xiamen) Co., Ltd., and Song Ying, Chairman of Haixia Qingneng (Laibin) Chemical Co., Ltd., attended the ceremony and witnessed the signing, together with representatives from the project’s cooperating parties.

Li Yanzhi, Deputy General Manager of Haixia Qingneng (Laibin) Chemical Co., Ltd., and Li Chao, Deputy Party Secretary and General Manager of CNCEC No. 14, signed the contract on behalf of the two parties. The ceremony was chaired by Cheng Xiaozhi, Deputy General Manager of CNCEC No. 14.

Located in the core functional zone of Laibin Industrial Park in Guangxi Zhuang Autonomous Region, the project will use waste animal and vegetable oils as feedstock to produce sustainable aviation fuel. It will adopt the Hydroprocessed Esters and Fatty Acids (HEFA) process, one of the major SAF production routes being commercialized in China.

Upon completion, the project is expected to become the first large-scale SAF production base in Southwest China. It will also help fill a key gap in Guangxi’s new-energy chemical industry value chain and support the development of green aviation fuel solutions for countries along the Belt and Road. The project is expected to contribute to the development of China’s green-fuel industry and support the country’s carbon peaking and carbon neutrality goals.

In his address, Shi Jianming welcomed representatives from Haixia Qingneng and the other project partners and outlined CNCEC No. 14’s development history and business strategy.

He said that in recent years, CNCEC No. 14 has actively supported China’s energy transition while strengthening its traditional business strengths and expanding into new energy, new materials and low-carbon sectors. The company has undertaken a number of major green-energy projects, building up extensive technical expertise and project-management capabilities.

Going forward, CNCEC No. 14 will leverage its resources and technical capabilities across the project value chain, establish a dedicated project team and coordinate project implementation to high standards. The company will maintain strict requirements for workplace safety, quality control and green construction to ensure the project is completed and commissioned on schedule and to a high standard.

Following the address, representatives attending the ceremony witnessed the formal signing of the project contract.
