On November 2, 2026, CHN Energy's e-bidding platform published a public tender notice for the EPC (engineering, procurement and construction) contract for an offshore renewable integrated energy platform project led by Guohua (Jiangsu) Wind Power Co., Ltd.

The project, developed under the National Key R&D Program's research initiative on key technologies for offshore renewable integrated energy platforms, aims to demonstrate an integrated offshore power-to-hydrogen-to-methanol system.

The demonstration site is located in nearshore waters approximately 40 kilometres offshore, east of Dongtai City, Jiangsu Province.

EPC Scope Includes PEM Electrolysis and Methanol Production Equipment

The EPC contractor will be responsible for the project's overall engineering design, equipment procurement, construction, installation, commissioning and final handover.

The equipment procurement scope includes PEM hydrogen production and purification skids, PEM auxiliary utility skids, rectifier and motor control centre (MCC) skids, as well as methanol synthesis, distillation and compression skids.

Other equipment will include hydrogen buffer tanks, hydrogen compressors, high-pressure hydrogen storage tube bundles, methanol storage tanks, crude methanol tanks, carbon dioxide storage tanks, air compression and nitrogen generation systems, fire protection and water supply systems, and seawater desalination modules.

The project will also require integrated control and energy management systems, covering distributed control systems (DCS), safety instrumented systems (SIS), supervisory control and data acquisition (SCADA), and energy management systems (EMS).

Offshore Platform Construction and System Integration

The contractor's responsibilities will extend beyond equipment supply to include the leasing or construction, modification and certification of the offshore platform.

The scope also covers modifications to offshore wind turbines and subsea cables, equipment transportation and towing, offshore installation, pipeline and cable laying, and electrical works.

The contractor will handle overall system commissioning, grid connection, trial operation, specialised testing and acceptance inspections. It will also conduct operator training and complete the project's final handover and warranty services.

In addition, the EPC contractor will undertake the necessary administrative approvals and filing procedures, as well as support project settlement and final account audits.

Demonstration of Offshore Renewable Hydrogen and Methanol Technologies

The project is part of China's efforts to advance the integration of offshore renewable energy generation, hydrogen production and green methanol synthesis.

By combining offshore renewable power generation with PEM electrolysis and methanol production, the demonstration platform is expected to provide an integrated solution for converting offshore renewable electricity into hydrogen and downstream green fuels.

The EPC contract will cover the full project lifecycle, from engineering design and equipment procurement to offshore construction, system integration, commissioning and operational handover.
