On October 27, 2026, the administrative committee of the Hulunbuir Economic and Technological Development Zone published a public notice for a social stability risk assessment of the Hulunbuir H2Tong Wind and Solar Integrated Hydrogen Production Project in Inner Mongolia.
According to the notice, the project will be developed by Shanghai H2Tong Energy Group Co., Ltd. and is designed to produce approximately 8,942 tonnes of hydrogen annually, alongside 35,769.64 tonnes of liquid oxygen. The photovoltaic site will also support the annual production of 600 sheep.
The project is expected to generate 443 GWh of electricity annually, with total dynamic investment estimated at RMB 1.851 billion. It is scheduled to enter operation in July 2030.
240 MW Solar Power Station to Supply Green Electricity
The project includes a 240 MW AC photovoltaic power station covering approximately 713 hectares (10,700 mu).
The station will have an installed capacity of 311.6 MWp and a rated AC capacity of 240 MW. It will comprise 77 photovoltaic arrays, each rated at 3.125 MW AC, equipped with 472,128 bifacial monocrystalline silicon modules, each with a peak output of 660 Wp, and 77 integrated inverter-transformer units.
Ten 35 kV power collection circuits will connect the photovoltaic station directly to the hydrogen production plant.
Hydrogen Plant Designed for 40,000 Nm³/h Production Capacity
The hydrogen production plant will occupy approximately 16 hectares (240 mu) and have a maximum hydrogen production capacity of 40,000 Nm³/h, equivalent to an annual output of approximately 8,942 tonnes.
Oxygen will be produced as a by-product, with a maximum production rate of 3,000 Nm³/h and annual liquid oxygen output of 35,769.64 tonnes.
The facility will include ten hydrogen storage tanks, each with a capacity of 3,000 m³, and one liquid oxygen storage tank with a capacity of 2,000 m³.
Supporting infrastructure will include utility and auxiliary systems, a fire station, a hydrogen refuelling station and an administration building.
110 kV Substation and Energy Storage Facilities
The project will also include a new 110 kV collection substation equipped with two 120 MVA transformers, operating at voltage levels of 110 kV and 35 kV.
A single 110 kV transmission line, approximately 2.5 km long, will connect the substation to the nearby Jinxiu 220 kV substation. The conductor cross-section is provisionally specified at 400 mm².
In addition, a 36 MW / 144 MWh energy storage station will be built to support grid peak-shaving requirements.
Photovoltaic Site to Incorporate Tourism and Educational Facilities
Beyond energy production, the developers plan to build a themed park and an observation tower within the photovoltaic site.
The facilities will combine science education, sightseeing, family activities and team-building programmes, integrating renewable energy development with tourism and public engagement.
Once completed, the project will combine large-scale photovoltaic power generation, green hydrogen production, energy storage and hydrogen refuelling infrastructure in an integrated renewable energy development.
